Your System Is Already Deciding

Governing Moves with the Work

by
Kathryn Maloney M.A. ABS

Kathryn sees what a system is actually running on. The fear interfering with strategy, the untapped power no one has touched, the truth no one will say, the trust waiting on someone to go first. She names it, confronts what the system works around, and holds the discomfort where change begins, across vision, leadership, communication, power, structures, culture, and brand, until what is truer and more durable emerges and holds. Thirty years inside complex, high-stakes systems stand behind her work, through Theeo, the practice she leads with the makers, builders, and mavericks doing real change in real systems.

Every serious conversation about AI governance narrows to a same instinct. Transaction.

Transaction thinking is part thinking, not whole system thinking. It runs on fear, speed, and deficit. Strategic thinking is reliable, steady, and knowing.

The humiliating rehirings are now arriving after the arrogant firings. Learn it sooner than they did. Nobody and nothing, including the machine, is coming to save you or your business. The work is yours.

Governing, inside strategic rather than transactional thinking, is an enabler for the whole. For the system to produce. For continuity and unfolding. It moves as the system moves.

The transactional instinct reaches to govern the intelligence. To bolt it on as a knee-jerk reaction onto a system architecture that was never designed to hold it.

This is small g governing.

Your Own Business Is the Only Data

Digital, cultural, operational change this size and scale needs system understanding and framing built on bespoke internal data, drawn from your own business, and nowhere else. Read the regressions and progressions. Willingness and resistance. What is producing value and what is draining it. Across the tangible and intangible both.

Build the baseline from your own data. Then decide how the machine produces, and decide it with the machine rather than about it.

How it integrates. How it cooperates. How it holds a boundary. How it speaks. How you remove repetition in service of innovation.

That data names which governing properties hold the machine and the system, and how each keeps reshaping and assimilating the other.

Governing Has to Breathe

Governing is an organisation's breathing mechanism now.

Making governing a control mechanism is futile, and dangerous.

Governing is asking who can name where implementation is going, on what strategy, at what pace. Whether motion for motion's sake is a stand-in for targets and direction.

Governing is asking how decisions get made when decisioning is no longer structural by default. When it lives inside a synthetic intelligence that may or may not involve you.

Governing is asking which information now moves. What gets escalated. What gets avoided. What travels fast, or slow. What dies one commit short of the room that needs it.

Governing is asking what you still decide.

The work now skips the old permission architectures. It happens at compute speed, on assumptions of good faith never known to the formerly slow, methodical, and incremental ways.

Nobody removed permission. It has been outrun.

Business Answers a Whole with a Committee

Faced with a transformative technology that moves as a whole, traditional businesses reach for the only ideology they know and trust. They attempt to manage it.

They convene councils, committees, and compliance to approve and barrier the tools.

They route access through influence and intake forms. They route through selectivity. Each catches the tool and misses the systems it just entered.

The sharper ones say the right thing first. AI is not a technology problem, it is a business one. And handing it strictly to the CTO is too small a room for it.

Then they name the answer. A change-management exercise, across all the people and all the processes.

Bigger budget. Broader remit. The board behind it. Still a program laid over a system nobody read. The exercise is built to carry people toward a decision the system already made, so running it at this scale carries that decision further and faster.

Small g with a larger budget is still small g.

Walls Cannot Hold What Moves as One

AI does not arrive on one line, politely, through the intake form. It arrives everywhere the work happens, at once. It arrives far faster than any committee can meet or any leader can chase.

Pull one thread and the whole cloth moves.

That is not a wrinkle to manage. Natural systems work this way. Physics, not pessimism.

Control works one line at a time, hoping people concede their power. Systems work as one whole at a time, on the power each individual already holds.

Big G governing is now shaping. It is perpetual. And collective.

The old ways of walls, rules, handbooks, lines, and boxes are done.

The flinch, mistaking the tool for the change, costs far more right now. Reaching for efficiency where the moment asks for strategy is arrogance making the moves, with humility nowhere in the room.

Standing Still and Racing Cost the Same

A governing strategy goes wrong two ways.

The first is to wait. Hold back, study it, let the others go first, and call the caution wisdom. Standing still reads as safe, and right now the waiting is the larger risk, because the ground is moving under you whether you move or not.

The second is to race. Adopt everything, announce it loudly, perform the transformation, and mistake the motion for movement. That one earns the headlines and the egg on the face six months later, when what looked like progress has hollowed out the thinking underneath it.

Same fear. Two masks. The contraction that freezes, and the urgency that performs.

Coherence Lets You Move

Change spirals. It builds on itself. Doubles back. Tests you and corrects.

A system built to move, finding comfort and backbone in the spiral, learns to carry change strategically and decisively. A system braced to hold still, or one racing to look like it is out ahead of the flock, will break. It is just a matter of time.

Real movement is change that starts from coherence, and that coherence holds difference. A system can carry real divergence and still move as one.

Governing from coherence is strategy. Move intelligently. Read what is gathering in real time without coming apart.

Shaping moves with the coalescence and the divergence. Mandate descends and sits there. Speed alone, the greatest disguise of fear, will only scale incoherence.

The Work Authors Its Own Governing

The traditional and transactional play pushes governance down.

Compliance, councils, and intake forms will net you a system that gets incrementally dumber.

These machine transformations are coming as cascades. Only intelligence that reads the system as one thing can move with them, spread with them, and govern them.

Big G governing gets written by the people doing it and with the machine. Ask the system and all its sub-systems what it is already deciding. Author what develops, what gets communicated, what gets shared, and what can and should inform next decisions. Start building something proprietary now.

Far more complex than the committee. But while the tool will morph again next week, what it lands on will not. You still decide this.

Shape it from your own data.
