Cultures are coercive by design. They operate according to assumed sets of rules – overt and covert – that resist change even when everyone claims to want it.

Cultures build per the dominant sets of rules dictated, observed, and absorbed. Culture is informed and informing. It has origin stories. It has its own DNA.
